Mexican citizens flying to Canada may need a visitor visa or may be eligible for an eTA only under current Canada rules. Mexican citizens entering Canada by car, bus, train, boat, or cruise generally need the document Canada requires for that land or marine mode, not just an air eTA.
If your route goes through the United States before Canada, treat it as two border problems. You need U.S. entry or transit documents first, then Canadian entry documents at the Canada border or airport.
